Kevin - you may be able to use GenericSetup to import as xml. Check out Tres Seaver's presentation from the Seattle Plone Conference: http://plone.org/events/conferences/seattle-2006/presentations/PloneConference2006-GenericSetup.pdf/view I believe a full export / import is covered - you might create a dummy weblog, export its' content, and then use that to create a script for exporting from your RDBMS into GenericSetup XML.
