[quills-dev] how to use portal_bookmarklets

I submitted a request back on 9/11 to factor it out.  ;)

I've got both a portlet written as well as a page template that can be
added into a weblogentry_view.

This would need to be added to weblogentry_view in order to render the
bookmarklets:

    The bookmarklets bar
</div>
