This cannot be intended, so what am I missing? You aren't missing anything, unfortunately. As things are currently implemented, the behaviour that you describe is to be expected. However, it shouldn't be too hard to tweak things so that they work as you had hoped. Perhaps the WeblogAuthor role should have reduced permissions, and we should create a WeblogManager role as well (or something similar). If you can tweak the quills workflow via the ZMI so that it does what you want, then use DCWorkflowDump (or whatever it's called) to generate a filesystem version of the workflow, then that would probably be a good start for getting this changed for Quills 1.6.
