That's right.

Yes.  There's one issue that I'm aware of in a skins template.  Once 
that's fixed, I'll cut a beta release of all the packages and get things 
into the cheeseshop.

Until then, using the buildout is probably the easiest way.  Try 
<http://svn.plone.org/svn/collective/Products.Quills/buildouts/trunk/>. 
  Actually, if you're wanting to use 1.7, then I'd suggest just 
switching to QuillsEnabled anyway.  See
