Ok, after discussing this a little on #plone, I decided to commit to branches instead. My work is now on "tim2p-towards-1.7" branches of Quills, QuillsEnabled, quills.core, and quills.app. There is no buildout for this stuff yet, so to pick it up you'll need to hand-build your environment (the old fashioned way). (Justin has said he'll try to setup a buildout for this stuff at some point.) Anyway, there are a few test failures. I'm not sure, but I think at least some of them relate to the QuillsEnabled GS profile not getting installed properly by the test-machinery/QI-tool. When I used portal_setup directly ttw, some of the failures indicated in the tests were no longer apparent. There are also other problems, like interfaces and implementations not being perfectly in sync. Hopefully this will be enough for you to get started though.
