**Response Details**::

    This smells like a bug in some configuration file then.    In
    Plone 3 and therefore Zope 2.10 there should be no
    zope.app.annotation   only zope.annotation as you've figured out.
    Could it be that Quills in trying to accommodate Plone 2.5 and
    Plone 3   simultaneously refers to zope.app.annotation somewhere
    in an unconditioned way?
