I have a production site running off the 1.6b1 tag of quills-buildout
in svn. I expected a tag have unchanging contents.

However, the 1.6b1 tag svn:externals in a bunch of other stuff. The
revisions of the other stuff wasn't pinned in the svn:externals in the
tag. Thus the 1.6b1 tag has changing contents.

The other stuff included Quills trunk and other stuff that has been
moved or is being moved to eggs. So, now, the 1.6b1 tag is broken.

Any ideas about how to fix this, in a production site using buildout,
is appreciated. My idea is to create a 1.6b1-pinned tag that is
exactly the same as 1.6b1 but pins the externals to the revision
immediately prior to the revision where the first thing was  moved
that broke the tag. So I am seeking either permission to do that, or
an alternative.
